The influence and impact of the leadership are considered important factors in the discussions of managerial ethics. The concept of ethical leadership is however presented in the last decade. The effect of the ethical leadership in the organizational performance, employee behavior, and attitude is a major research subject. Research has found out that the use of ethical leadership in the workplace for motivating and influencing employee behavior has been positive. The use of ethics by leaders has been evident of affecting the unethical behaviors of their employees and influence increment in the citizenship behaviors. Furthermore, the use of ethical leadership can increase the satisfaction level of the subordinates with their leaders and employers, increasing the employer-leader exchange relationship and the commitment to the organization. These results in the perspective of the public administration have been found with similar results. The effect of the ethical leadership has been evident in the reporting of the unethical behavior in the federal agencies. It is evident that the public employees who have more regard for the public interest are more often the ones who report the illegal or unethical activity in their departments or agencies (Hassan, Wright, & Yukl, 2014).
The importance of ethics in public administration or government agencies is of far more importance, as the employees in these agencies are responsible for keeping guard of the public interests. Any illegal or unethical activity in the public office results in a far greater loss than in a private organization. The evidence of the importance of the ethics in the public office is represented in the research which has shown that the public office holders often feel unsafe in the reporting of the unethical conduct in their surroundings. They feel that their management would not be serious in taking the appropriate action against it. These officers usually have the fear of retaliation. With the use of ethics, the leaders and managers in the public offices can create the atmosphere of safety, comfort motivating the discussions on ethical issues and concerns. It can raise the unsafe retaliation fears among the employees showing them the way in order to report any unethical misconduct.
Similarly, like ethics, diversity in the workforces is also promoted by the organizations and in public offices as it is found to be relevant to increasing problem-solving capabilities, and organizational performance. Based on the diverse skills, and perspectives, it can aid in increasing organizational performance. Diversity in public offices aids in promoting equal employment opportunity (Hur & Strickland, 2015). The non-discrimination standards and penalties for non-compliance help in the maintenance of diversity program. For the long-term success, any Venture calls for diversity in talents. Furthermore, scholars usually argue in the composition of the government bureaucracies as insightful of the community demographics. However, with diversity, conflict management may also occur in such workplaces (Prause & Mujtaba, 2015).
An example of the use of diversity increasing the performance of the organization to provide service to the public is that of Han’s F&B Pte Ltd, which operate a number of bakeries, cafes, and restaurants. Han’s started diversifying its workforce since 2006. By taking the active initiative in creating a diversity-promoting culture and practices at the workplace, the company has benefited in success in its business. Within three years, the productivity of the employees increased by 405 and the net earnings per wage dollar changed to double numbers in this period. It has also resulted in more service to the public with reduced absenteeism and lower staff turnover. It shows that though ethics and diversity encouragement in the workplace, the public can be served better in terms of better public service by the public office as well as in terms of better customer service by the organizations. Therefore, managers and public officers should work on promoting ethical leadership and diversity in their workplace (Prause & Mujtaba, 2015).
