Management In the Voluntary and Community Sector
Introduction
The voluntary and community sectors in the United Kingdom have been in the limelight due to adequate service provision. Several challenges affect the industry in multiple ways. The most important thing is to navigate these challenges and set the foundation for better interventions or mitigation approaches. This comprehensive analysis revolves around two community service organizations in the UK. These organizations have been effective in terms of service provision, but the challenges have created hurdles as far as the service operations and client services are concerned. The analysis will emphasize the impact of the challenge along with some good recommendations to get things in the favor.
Citizens Advice
Citizen Advice is one of the prominent community service organizations in the United Kingdom. It provides advice on multiple issues, such as legal rights, housing, benefits, and many others. The ultimate objective is empowering people with vital information to set the ground for informed decisions. This organization provides services to people of all ages who seek assistance with different life challenges. The entity contains a vast geographical range, as it has many local hubs to cover urban and rural regions. Face-to-face advice and telephone are primary services. If it offers multiple online resources. The organization assists with many benefits, and these include allowance (Carer), attendance allowance, and pension. It also recognizes benefits (unclaimed) (Citizensadvice.org.uk, 2024)
Age UK
Age UK facilitates older people in the United Kingdom as far as their unique needs are concerned. Services regarding health, aging, finance, and housing are apparent. This organization targets older adults to address age-related challenges. It has a countrywide presence. Enhancing collaboration with the local age branches is a priority. It has a free national information line with an adequate distribution of impartial guides and factsheets. Older people usually become aware of the benefits and claims through this organization (Ageuk.org.uk, 2024).
Challenge Affecting Organizations: Rising Cost of Living
Citizen Advice
The ongoing challenge of the cost of living in the United Kingdom has been in the spotlight due to the unfavorable impact on citizen advice. For instance, the high cost of living has increased the demand for advice services, and more than overwhelming resources are needed to move forward. Although volunteers and staff are working tirelessly to meet these growing needs (Citizensadvice.org.uk, 2023). Nonetheless, the resource strain has become a daunting issue due to the high cost of living. The challenge is negatively affecting as far as the excessive response time and lack of availability are concerned. This challenge is leading to more complicated cases for the organization. It is hard to identify and streamline urgent solutions because problems are multi-layered. Allocating further time and proficiency to address these cases is a new priority. The organization stumbled due to the high cost of living challenge because it faced several funding constraints. Indeed, the demand for the services is increasing, and more than just relying on limited grants (government) and donations is needed. Some budget constraints have created hurdles in expanding the services and improving staffing (Citizensadvicedudley.org, 2023).
Cost of living challenges also lead to emotional drain. Clients are facing financial hardships, and volunteers and staff can steer the negative impact of the challenge (Lewis, Yarker and Phillipson, 2023). There has been a hectic situation in the internal setting due to the urgency of the challenge, leading to excessive stress and burnout. The challenge has created a burden on the organization, and remote service is one of the best ways. Of course, there is an infrastructure and technology gap when it comes to services to rural clients. Apart from that, the high cost of living usually intersects with legal changes. These legal changes lead to more informed decisions and adaptation, and they sometimes create resistance in the internal and external environment. Evolving with the change is a kind of challenge because advice has been specific so far (Brown, 2022).
Age UK
The high cost of living in the United Kingdom is also challenging for Age UK. For instance, there has been a financial strain on older people. Almost 11.3 million people in the country, especially older adults, find it hard to pay energy bills (Age UK, 2023). Nearly 16.9 million people have experienced a rise in the cost of living compared to the past few months (Age UK, 2023). So, the impact on the financial stability of the organization is evident. The struggle to pay energy bills is leading to more demand for the services. Budget constraints due to the expanded programs are apparent. There are some operational challenges. Reduction in resources, funding, and volunteers has become a daunting issue.
It has been observed that the organization advocates for several policy changes to evade the impact of the crisis. However, the current lobbying efforts need to be updated. These lobbying efforts must include more resources and collaboration (Quinn et al., 2022). Age UK needs to shape the balance between advocacy and service provision. Creating this balance is also a significant challenge for Age UK. Eventually, the organization relies on collaborations and partnerships. However, this crisis or challenge is leading to strain on this partnership, as every stakeholder is stumbling due to the high cost of living. Thus, well-coordinated initiatives have become crucial for the organization to get things in their favor (Ageuk.org.uk, 2024).
Managing The Challenge: Recommendations
It is essential to manage this challenge and set the foundation for an improved service provision as far as the needs of the target audience are concerned. Based on the above analysis and implications regarding challenges, separate recommendations for both organizations can be cultivated. The illustration of these recommendations is as follows.
Citizen Advice
Maximized Benefits
First, Citizen Advice must strive for maximized benefits. There is a need to ensure enhanced awareness regarding access to benefits. Many individuals become eligible for financial assistance programs, and actively informing people about the new possibilities of benefits is the right approach. Conducting benefit assessments to steer eligibility, assisting with applications for relevant programs, and streamlining information regarding available grants are their essential interventions.
Utility Bill Facilitation
Providing the utility bill facilitation is the 2nd recommendation for citizen advice. For instance, the organization can educate people regarding the brief understanding of bills. There is a need to explore excessive grants or discounts for energy expenses. New payment plans with utility providers can be the best intervention to get things on track (Ageuk.org.uk, 2024).
Budgeting Support
Citizen Advice needs budgeting support. In this daunting cost-of-living crisis, the organization must strive for effective budgeting. Effective budgeting at the organizational level can lead to practical budgeting assistance to people. In this context, the organization can come up with some action plans. For instance, people or target populations are facing challenges due to the high cost of living. Based on the varying income levels and demand patterns, the organization must strive for personalized budget plans. It can help to evade universal or standard assistance to people. The critical assumption is that the organization must recognize areas where it can decrease the cost or spending. It is the best time to reprioritize things, such as housing and food (Age UK, 2022).
Emergency Grant Programs
Citizen Advice must strive for emergency grant programs. The most important thing is making these people apply for these grants. It will enhance the probability of timely disbursement. Indeed, immediate relief for people is essential, and these emergency grants are integral. The organization can create awareness or inform people about the available funds (May, 2022).
Council Tax
The organization is also aware of the council tax burden. Reducing this burden is also one of the best interventions. The organization will steer the possible eligibility criteria for these reductions. Application processes can be complicated, but guiding people about the whole process can enhance the facilitation. The organization will also strive for effective advocacy to set the ground for fair evaluations.
Foodbanks
Food insecurity is one of the associated issues when it comes to the high cost of living in the country. The organization can enhance its networking with the local food banks to enable easy and immediate access to food. The target audience must have information about the relevant food banks. Assisting these clients with referrals is also a good intervention (Harwood-Baynes, 2023). Most people still need to be made aware of food bank services. In the context of the high cost of living, this organization can enhance the visibility of awareness about these services to make people active.
Government's Role
The government's role in this crisis is critical, and it can also support the organization in multiple ways. For instance, the UK government can introduce special funds to evade the cost-of-living challenge. Informing the target population about the payment's eligibility is essential. It is all about monitoring announcements, educating people, and assisting with application (Hart, 2015).
Debt Help
Eventually, the organization can become more effective and efficient in its service provision by streamlining the debt help. It is integral to manage debt in this demanding situation. The best combination of resources and support can be the best driver of service provision (Morgan et al., 2017). The organization will provide debt counseling services and enhance negotiations for clients. Cultivating debt repayment strategies is also a suitable intervention.
Age UK
Diversify Funding
Age UK can also contain some strategic interventions to reduce the impact of this issue. First, the organization needs to diversify its funding sources instead of just remaining specific regarding existing funding sources. It has been observed that the organization depends on government grants and donations, and in this challenging situation, more is needed. Alternative funding sources are the best options to get out of the challenge as far as the financial constraints, service expansion, and urgency of the issue are concerned. The most important thing is to get crucial sponsorships and initiate new fundraising campaigns. The demand for the services is increasing with the rising cost of living, and these funding campaigns can help improve financial strength. Exploring new partnerships to enhance the diversification of the sources is integral, and it is one of the best ways to move forward and tackle this challenge (Ageuk.org.uk, 2024).
Prioritizing Core Services
It is the best time for Age UK to prioritize the crucial services. Concentrating on the core services is the right approach that can create a positive impact on the older adult. It is good to pull the unnecessary programs back to focus on core services that are relevant to the current situation. Accordingly, the organization can evaluate the effectiveness of the program and reprioritize the services. These services can include meals, social support, and advocacy related to healthcare. This prioritization can lead to effective resource utilization.
Advocacy
Advocacy related to policy change is also one of the acceptable interventions. The voice of the company is critical, and these advocacy initiatives can create an influence on policymaking as far as the current cost of living crisis is concerned. The essential action is that the organization must strive to lobby regarding energy prices, subsidies, and housing. The most important thing is enhancing the partnership with other entities to streamline the message (Age UK, 2022).
Partnerships
Age UK can improve its relationship with other organizations. The organization needs to realize that it cannot evade this challenge alone. Local authorities must be engaged by the organization to share risks and service provisions. Consistent engagement with partners and collaborative initiatives are better interventions (Maurrasse, 2021).
Financial Literacy
Promoting financial literacy is also one of the best interventions. It is highly recommended that financial literacy (knowledge) can help older adults steer through challenges or crises. Age UK can introduce new workshops, which can focus on budget, energy conservation tips, and enhanced financial aid (Mustafa et al., 2023).
Conclusion
It concludes that the cost-of-living crisis in the United Kingdom has become a daunting challenge. This challenge has created a negative impact on voluntary and community sectors in many ways. A detailed analysis emphasizes the identification of the challenge and the changing dynamics of the community services provision. The study focused on Citizen Advice and Age UK, as these are potential organizations that can strive to improve in this crisis. Based on the comprehensive analysis of the influence of the challenge, some key recommendations for both organizations are made. These recommendations should be specific and optional, as consistent changes or improvements must be in the loop to justify resilience and adaptation in the community service domain.

Question
Identify a contemporary challenge facing the voluntary and community sector. Select two different organisations in the sector and apply your chosen challenge to these two organisations. After critically discussing the differences between the organisations (e.g. stemming from size, type, geographical and/or service area) and how the contemporary challenge is affecting each, outline how VCSO’s can manage this challenge, providing recommendations for effective implementation of possible management approaches.
